   Civil Case - civil rights. Following a collision between county sheriffs 
   and driver of an all-terrain vehicle during a chase, district court granted 
   summary judgment to sheriffs and county, concluding allegations of gross 
   negligence were insufficient to satisfy a claim of substantive due process. 
   Because injured driver must show an intent to harm in order to establish a 
   violation of substantive due process and he made no allegation that 
   officers acted with the requisite intent, district court's grant of summary 
   judgment was proper. District court did not abuse its discretion in
