Civil case - employment discrimination. Plaintiff failed to establish
that any adverse employment actions she suffered were based on her
gender, and the district court did not err in granting defendants' motion
for summary judgment on this claim; plaintiff failed to establish her
hostile work environment claim because she failed to show that any
alleged harassment she suffered was based on her gender; while plaintiff
engaged in some protected activities, she failed to show that defendants
retaliated against her on the basis of those activities; district court
directed to modify its judgment on plaintiff's claim under the Minnesota
Government Data Practices Act so that the claim is dismissed without
prejudice to plaintiff's ability to raise the claim in state court. Judge
