same reasons petitioner was not entitled to relief under the Convention
Against Torture; BIA's summary treatment of petitioner's claim of
ineffective assistance of counsel did not violate his due process rights;
petitioner was not entitled to a remand for consideration of additional
evidence under 28 U.S.C. Sec. 2347(c).
