   Civil case - Food Security Act of 1985. FDA's interpretation of
   ambiguous term in the Swampbuster provisions of the Food Security Act
   was within the Agency's authority and was a persuasive, practical and
   permissible interpretation of the statute's intent; applying the
   interpretation, it was beyond doubt that Clark had violated the Act by
   manipulating the wetlands in question for the purpose of making
   agricultural production possible.
