Petition for Review - Immigration. The BIA did not err in finding that
petitioner was not a member of particular social group for purposes of
asylum; even if he had proved membership in a particular social group the
BIA did not err in finding he was not persecuted on the basis on his
membership; petitioner's failure to prove persecution on a protected
ground meant he was ineligible for humanitarian asylum.
