   Wiseman during the entire period of his incarceration since 1997, and his 
   595-month federal term of imprisonment has not yet commenced; as a result, 
   the district court correctly determined that the time he has served on the 
   Arkansas sentence is not credited against his federal sentence; the 
   district court did not abuse its discretion in denying Wiseman's motion 
   for appointment of counsel.
