temporary use of restraints did not make the initial detention the
equivalent of a formal arrest; defendant was promptly released and
repeatedly informed he was not under arrest and free to leave; considering
this and the remaining circumstances, defendant was not in custody when he
made his statements to the police, and they were admissible; defendant's
sentence was not substantively unreasonable. Judge Stras, concurring in
