   visiting the police dog handler's home was not a seizure within the 
   meaning of the Fourth Amendment because it did not involve means 
   intentionally applied; because the defendant officer's actions did not 
   implicate the Fourth Amendment, the district court properly granted the 
   City summary judgment on plaintiff's Monell claim.
