student could remove the case to federal court after the school district
asked the state court to overturn the hearing examiner's decision; giving
due weight to the administrative proceedings, the school district denied
the student a Free and Appropriate Public Education; the parents showed
the school to which they transferred their child was an appropriate
placement, and they were entitled to recover their expenses and the
tuition at the school.
