   reasonable doubt was harmless error; Jacobs had failed to 
   exhaust state remedies on claim of ineffective assistance 
   of counsel and claim would appear to be without merit as 
   there is no showing that if counsel had raised juror bias 
   issue the outcome of the case would have been different.
