commissioners' motion for summary judgment based on qualified
immunity as plaintiff Riggs' claim that he was terminated in violation
of his First Amendment rights presented a genuine issue of material
fact as to whether the county's interest in effective administration
outweighed his interest in making the comments; defendants were
entitled to qualified immunity on the other plaintiffs' First Amendment
claims.
