District court did not err in denying county commissioners' motion for summary judgment based on qualified immunity as plaintiff Riggs' claim that he was terminated in violation of his First Amendment rights presented a genuine issue of material fact as to whether the county's interest in effective administration outweighed his interest in making the comments; defendants were entitled to qualified immunity on the other plaintiffs' First Amendment claims.
