Civil case - Civil rights. Under the relevant provisions of
Minnesota's Public Employment Labor Relations Act, plaintiff
had no property interest in his job and failure to provide him with
a post-termination hearing did not violate his due process rights;
ADA claim must fail as their was no evidence City considered
plaintiff to be disabled; City and its employees are entitled to a
qualified privilege for communications concerning grounds for
discharge, and plaintiff could not state a claim for defamation
as he could not show any defendant acted out of ill will, improper
motive or for the purpose of injuring him.
