Criminal case - criminal law. District court erred in determining
trooper had detained defendant by asking her a question about the
drug war after he completed the initial traffic stop; under an objective
standard, a reasonable person would have felt free to leave; under the
totality of the circumstances, the trooper had reasonable suspicion of
criminal activity and, in any event, detaining defendant for a few
minutes for a dog sniff of the vehicle did not violate the Fourth
Amendment; dissent by Judge John R. Gibson.
