Assistant Secretary for Indian Affairs' decision to void a
lease for construction of a hog-raising facility on Indian
land on the ground that the Finding of No Significant Impact
was issued in violation of the National Environmental Policy
Act, Sun Prairie, the company seeking to develop the
property, did not have standing under Title 25, NEPA or
the National Historic Preservation Act to challenge the
Assistant Secretary's decision.
