Civil case - District court did not err in denying the state and its officials Eleventh Amendment immunity on plaintiffs' Title VII claims, as Congress expressed its unequivocal intent to abrogate immunity and acted pursuant to its constitutional authority when it validly abrogated Eleventh Amendment for claims of disparate treatment and impact on the basis of gender and race; officials sued in their individual capacities for acts outside their official duties were not entitled to Eleventh Amendment immunity; district court did not err applying Arkansas law regarding malice.
