Civil case - consumer law. In action by cell phone service
providers to enjoin the Iowa Attorney General from enforcing
state consumer protection statutes against them, the district
court erred in finding it did not jurisdiction over providers'
preemption claims as the providers sought injunctive relief
on their claims; court did not err in abstaining from certain
claims brought by the some of the providers which would
have the effect of enjoining the Attorney General from
enforcing any remedy he received in state court; court did
err in abstaining from claims concerning one of the
providers; case remanded for further proceedings.
