   Prisoner case - habeas. Chapter154 of the Anti-Terrorism and
   Effective Death Penalty Act of 1996 did not apply to petitioner
   because Missouri Supreme Court Rule 29.16 was not in place
   until the day after the Office of the Public Defender selected 
   attorneys to represent petitioner in his state post-conviction 
   proceeding; case remanded to the district court to determine 
   whether Missouri Supreme Court Rule 29.16 is a satisfactory 
   opt-in mechanism under the Act.
