Bankruptcy Appellate Panel. Illinois judgment for damages for
violation of the Fair Debt Collection Practices Act was a debt
for willful and malicious conduct and was not dischargeable;
bankruptcy court did not err in giving collateral estoppel effect
to the Illinois judgment; however, bankruptcy court erred in
giving collateral estoppel effect to a Missouri contempt order
related to Siemer's attempt to enforce the Illinois judgment since
the contempt order was not a final order.
