   Civil case - Bivens action; interlocutory appeal. District court's denial 
   of summary judgment on basis of qualified immunity is reversed. Inmate 
   claimed the denial of visitation privileges with his wife constituted a 
   denial of due process. Court holds no constitutionally protected interest 
   is implicated by suspension of visitation privileges as they do not impose 
   an atypical and significant hardship. Concurrence by Judge Heaney.
