   Civil Case - civil rights. District court's grant of summary 
   judgment in favor of city council and city administrator in 
   First Amendment claim is affirmed because comments were 
   insufficient to deter a person from continuing to speak and 
   causal connection to retaliatory acts was not established. 
   District court did not err in denying City administrator 
   judgment as a matter of law following jury verdict against 
   him for retaliation. Evidence was sufficient to support 
   punitive damages award.
