Claims of ineffective assistance of counsel concerning cross-examination of guilt phase witnesses, failure to call penalty phase witnesses and failure to present family members as mitigating witnesses and expert testimony of a psychologist all rejected; use of shackles during penalty phase of the case did not violate Hall's due process rights to a fair trial; claim that court should have given an involuntary manslaughter instruction was procedurally defaulted; Brady claim rejected.
