failure to call penalty phase witnesses and failure to present
family members as mitigating witnesses and expert testimony

phase of the case did not violate Hall's due process rights to
a fair trial; claim that court should have given an involuntary
manslaughter instruction was procedurally defaulted; Brady
claim rejected.
