Sec. 16(b)'s definition of a crime of violence because the inherent nature of this felony is such that it involves a substantial risk that physical force may be used against another person; because petitioner's conviction was for an aggravated felony, the court has no jurisdiction to review the order of removal against him, and the petition for review must be dismissed; dissent by Judge Heaney.
