Civil case - Federal Tort Claims Act. District court correctly determined
plaintiffs' Federal Tort Claims Act suit was time barred because
plaintiffs failed to assert their administrative claim within two years after
the claim accrued; plaintiffs' failure to learn that the care-provider was
covered by the Federal Tort Claims Act was a mistake of law which
did not entitle them to equitable tolling of the statute of limitations.
