Civil Case - constitutionality of state statute. Missouri statute
requiring public utilities doing business in the state to obtain prior
approval from Missouri Public Service Commission before purchasing
stocks or bonds issued by another utility does not violate the Commerce
Clause. The statute is neither per se invalid as an extraterritorial or
direct regulation of interstate commerce, nor does it violate the
Commerce Clause under the Pike balancing test.
