   is not resumed via a proxy marriage until the marriage is 
   actually consumated, and the BIA erred in finding petitioner's 
   parents has resumed their marital relationship before his father 
   was naturalized; as a result, petitioner acquired citizenship 
   when his father was naturalized, and the BIA erred in 
   concluding he was an alien subject to removal.
