Eastern District of Missouri Prisoner case - habeas. Missouri has not qualified as an opt-in state under the Antiterrorism and Effective Death Penalty Act, as the appointment of counsel provisions of Rule 29.16 do not meet the requirement of the Act; with respect to the claims of the petitioner, the court rejects his Batson claim, finds the state court did not err in dismissing a juror for cause, concludes the trial court did not err in refusing to enforce a plea agreement when Hall exercised his right to a trial and rejects a number of claims of trial error and ineffective assistance of counsel.
