District court did not err in granting summary judgment for defendants Crawford County and its sheriff on claim County and sheriff wrongfully hired the deputy who allegedly used excessive force in subduing plaintiff, as there was insufficient evidence to show the sheriff should have discerned an obvious risk that the deputy would use excessive force if hired.
