   Civil Case - breach of contract. District court's order finding 
   Nebraska Public Power District breached its contract with Mid- 
   Continent Area Power Pool by not refunding fees found 
   discriminatory by the Federal Energy Regulatory Commission is 
   affirmed. Agreement provided that parties were bound by actions of 
   regulatory body. Even if compliance would violate state law, power 
   district is bound to follow FERC mandate and power district failed to 
   seek waiver.
