   Commission's orders were broad enough to encompass a 
   requirement that petitioner file transmission service 
   agreements for short-term firm and non-firm service 
   to members of its power pool; however, the court 
   remands the matter to the Commission to determine 
   whether a refund the Commission ordered should be 
   waived in light of the fact that its prior orders did not 
   clearly require the filing of the agreements.
