   Railroad Adjustment Board exceeded its jurisdiction by giving 
   no weight to the polygraph tests the terminated employee 
   submitted during his disciplinary proceedings; the manner in 
   which the Board resolves evidentiary disputes, such as 
   determining the weight to be given a polygraph, does not fall 
   within the narrow jurisdictional grounds for review of its decision.
