court did not err in finding that defendant provided plaintiff a
free, appropriate third grade education, and that it was not
obligated to provide plaintiff's mother with tuition
reimbursement; in making these decisions, the district court
properly relied on the plaintiff's educational progress and
the continual evaluation process defendants provided.
