Civil Case - FTCA. Denial of summary judgment based on absolute and qualified immunity against tribal judge and tribal officers is reversed. Tribal judge enjoys absolute judicial immunity. Officers who served exclusion order that was facially valid enjoy absolute quasi-judicial immunity.
