Comprehensive statutory scheme establishing the Office of the Comptroller of Currency's ability to regulate bank operations and declare an insolvency precludes a Bivens action for damages based on those actions; defendants were entitled to qualified immunity on Section 1981 and 1982 claims; regulators' actions taken pursuant to their statutory duties did not constitute a pattern of racketeering activity for RICO purposes.
