Claim that counsel was ineffective at murder trial when he asked Noel if he had been advised to exercise his Fifth Amendment right to remain silent must be rejected, as the decision to ask the question was part of a professionally reasonable trial strategy; claim that Arkansas Supreme Court denied his right to meaningful review by using an abstracted record rejected; district court did not err in refusing to authorize further brain scans; fact that victims' mother now favored a life sentence did not constitute a recantation of her victim impact testimony and did not provide any basis for relief.
