   Civil case - Banking. Because Wells Fargo, the payable through 
   bank, failed to comply with Regulation CC requirements 
   (12 C.F.R. Sec. 229.33(a)) and did not provide American, the 
   depository bank with the proper notice of nonpayment, Farm 
   Credit Service, the non-bank drawee, cannot establish a basis 
   for a wrongful claim of late return against American.
