Civil case - FAA Authorization Act of 1994. Kansas City ordinance
designed to halt wreck chasing by tow companies was not preempted
by the FAA Authorization Act of 1994; the State of Missouri has
properly delegated its safety regulatory authority to the city through
the adoption of charter-city authority, and the ordinance therefore
fell within the safety exception provided in 49 U.S.C. Sec. 14501(c)(2)(A).
