Civil Case - employment discrimination. Summary judgment was
properly granted because employee failed to establish city perceived him
to be disabled within the meaning of the ADA or Missouri Human Rights
Act. Inability to perform police officer job is insufficient to establish a
claim. Retaliation claim is barred by the doctrine of sovereign immunity
and the municipality did not waive its immunity in its insurance policy.
