Civil case - civil rights. Officer was entitled to qualified immunity as he
had sufficient identifying information to reasonably conclude that a
warrant existed for Hill's arrest, and no reasonable officer would have
known that failing to investigate further would violate the Fourth
Amendment; arresting officers did not violate Hill's constitutional rights
when they refused to release him after it was determined there was no
warrant for his arrest, as they had separate, independent basis for
detaining him; defendants were entitled to summary judgment on state
law claims for false arrest and intentional infliction of emotional distress
were. Dissent by Judge Heaney on the issue of qualified immunity.
