Civil Case - civil rights. District court's grant of summary judgment to Housing Authority on claim of inadequate training of security guard who shot and killed individual is affirmed, because reasonable jury could not find the housing authority's reliance on training provided for licensure was inadequate, given the lack of evidence that security officers were required to perform unusually challenging duties under unusually challenging conditions. Also it was not patently obvious to housing authority that training was inadequate. [PUBLISHED]
