Prisoner case - habeas. District court erred in granting habeas relief
on claim of ineffective assistance of counsel as attorney's conduct was
not deficient because at the time of Hood's trial, the district court
would have been required under Eighth Circuit precedent to deny a
motion to dismiss the indictment that was premised on the argument
that Hood's state conviction could not serve as a predicate felony
offense for purposes of prosecution under 18 U.S.C. Sec. 922(g).
