Substantial evidence on the record as a whole supported the immigration judge's conclusion that petitioner had not been subjected to political persecution and that she did not have a well-founded fear of future persecution if she returned to her native Guatemala; while petitioner's rape by unknown assailants was a brutal crime, there was evidence to support the immigration judge's finding that it was not an act of political persecution, and petitioner was not entitled to humanitarian asylum.
