Petition for Review - Immigration. Substantial evidence on the record
as a whole supported the immigration judge's conclusion that petitioner
had not been subjected to political persecution and that she did not have
a well-founded fear of future persecution if she returned to her native
Guatemala; while petitioner's rape by unknown assailants was a brutal
crime, there was evidence to support the immigration judge's finding that
it was not an act of political persecution, and petitioner was not entitled
to humanitarian asylum. Dissent by Judge Lay.
