District court erred in holding it lacked jurisdiction under the Rooker-Feldman doctrine to consider claims by five members of the Phillips County, Arkansas, Quorum Court that their federal civil rights were violated when they were incarcerated following their refusal to vote in favor of an ordinance that would have referred a tax initiative to Phillips County voters; when a state court refuses to consider federal claims and rests its decision solely on state law, the Rooker-Feldman doctrine does not prevent plaintiffs from raising the claims in federal court.
