Police officer was entitled to qualified immunity on claim he violated plaintiff's decedent's civil rights when he provided advice about the handling of a letter from a prisoner which revealed plaintiff's decedent was cooperating with authorities in a drug investigation; complaint failed to state a Section 1983 claim against the City of Minneapolis, as there was no evidence of a discriminatory policy, practice or custom in connection with how the matter was handled, nor was there any evidence of a conspiracy to violate the victim's rights.
