Petition for Review - revocation of FAA license. Aircraft mechanic who failed to provide urine sample during random drug test and whose license was revoked petitions for review. Board did not abused its discretion in concluding ALJ erred by permitting an amendment at the hearing without a showing of good cause and in reversing the finding that employee had received less than three hours to provide a specimen. Board's interpretation of regulation relating to consumption of water was reasonable. Board did not abuse its discretion in revoking mechanic certificate for unexplained failure to provide specimen.
