   District court properly denied claim of speedy trial act violation based 
   properly excludable delays. District court did not abuse its discretion 
   in denying a new trial based on newly discovered evidence, as defendant did 
   not show evidence would lead to an acquittal. District court did not err in 
   assessing a two-level enhancement to his offense level for being a 
   supervisor or manager.
