Criminal Case - upward departure. District court's grant of upward
departure because criminal history level VI did not adequately reflect
defendant's criminal history is affirmed. Extent of departure was not
unreasonable; method for determining the extent of the departure was
not error. District court exercised its broad discretion in fashioning
upward departure that was fair and not inconsistent with the
Guidelines.
