   papers and identification during a routine traffic stop was 
   reasonably related to the reasons for the stop; once officer 
   determined defendant lacked a valid license, he followed 
   department policy in arresting defendant and seizing his 
   vehicle; and the marijuana seized during subsequent 
   inventory search was admissible.
