Criminal case - criminal law. Misdemeanor convictions for use of
National Forest Service land and construction of a water line without
special use authorization did not violate defendant's First Amendment
rights; regulations requiring noncommercial groups, such as the Rainbow
Family, to obtain and sign a special use authorization were valid time,
place and manner regulations which serve valid government interests in
protecting public health and preserving park land.
