Agriculture's decision to require Mages to repay $470,000 in farm
program benefits reversed; the USDA erred in determining that Mages
did not have a separate and distinct interest in his own farming operation
as its determination is inconsistent with the applicable regulation; USDA
also erred in finding Mages had engaged in a scheme or device to evade
payment limitations under the farm benefits program.
