   injunction concluding Minnesota Public Utilities Commission reporting 
   requirements for local communications special access services--provider 
   were preempted by federal law. District court order is reversed, as FCC's 
   intent to preempt state regulation concerns cost issues not performance 
   measurements and standards. District court properly concluded 
   Minnesota Commission's reporting requirements do not conflict with
